HEVC video won't play on Windows 11: the permanent fix

Windows has not shipped a built-in HEVC decoder since Windows 10 version 1709, and Windows 11 kept that arrangement. Your file is not damaged and not corrupt — the PC simply cannot decode H.265. Buying Microsoft's HEVC Video Extensions fixes that one machine. Converting the clip to H.264 fixes it on every machine the file is ever copied to.

The honest trade-off: H.264 needs more bits for the same picture, so the converted file will usually be noticeably larger. In exchange it plays in Media Player, Photos, PowerPoint, Explorer previews and older editors with nothing installed.

Why Windows 11 cannot play H.265 out of the box

HEVC is a patent-pool codec. Whoever ships a decoder owes royalties on every device it lands on, so Microsoft stopped bundling one with the operating system and moved it into a separate Store package instead. That is a licensing decision, not a technical limitation — the same PC decodes H.264 all day without complaint.

Two packages exist. HEVC Video Extensions is the paid one, listed at $0.99 in the US Store and priced differently elsewhere. HEVC Video Extensions from Device Manufacturer was the free variant, published for OEMs to preload on machines whose maker had already paid the licence, and it is no longer something you can simply install yourself. Guides that tell you to search the Store for the free version are working from an old screenshot.

What you see depends on the app:

  • Media Player or Films & TV refuses the file, often with a code such as 0xc00d5212 and a line about the format not being supported.
  • File Explorer shows a generic icon instead of a thumbnail, and the preview pane stays blank.
  • Photos opens the file and then shows nothing.
  • PowerPoint and older editors report a missing or unsupported codec, because they lean on the same system decoder.

You are hitting this because the camera chose it for you. iPhones set to "High Efficiency" record HEVC, and so do most action and drone cameras in their 4K and high-frame-rate modes. It roughly halves the file size for the same quality, which is excellent until the footage meets a Windows desktop.

Check it really is HEVC before you buy anything

Plenty of "HEVC won't play" cases turn out to be something else, and the fix is different. Windows makes this hard to check: right-click, Properties, Details gives you resolution, frame rate and bitrate, but often no codec name at all for an MP4 or MOV. Three reliable ways to find out:

  1. Open the file in VLC and use Tools > Codec Information. The codec line will read hevc or HEVC if that is what you have.
  2. Drop the file onto our HEVC to H.264 converter. It reads the header locally and prints the container, video codec, profile, pixel format, resolution, frame rate and audio codec before you convert anything. Reading the file is not converting it — you can close the tab.
  3. Work through how to check a video's codec without installing anything if you want the longer version, including what each field means.

If the codec says h264, stop here. A file that is H.264 but still refuses to open on Windows is usually a container problem, not a codec one — that is the classic case covered in why MOV files won't play on Windows, and it is fixed by a stream copy in seconds rather than a re-encode.

Black screen with working audio is a different fault

If the audio plays perfectly over a black or green picture, a decoder was found. This is almost always a 10-bit problem. Look at the profile line: Main 10, or a pixel format of yuv420p10le, means ten bits per colour channel instead of eight. Add HDR or HLG colour metadata — normal on iPhone HDR clips and on drone footage — and the decoder, the GPU and the renderer have to agree on a path that some driver and player combinations simply do not have.

Two things worth trying first, because they cost nothing.

  • Turn off hardware-accelerated decoding in your player. In VLC that is Tools > Preferences > Input / Codecs > Hardware-accelerated decoding > Disable. If the picture appears, you have confirmed the diagnosis.
  • Update the GPU driver from Intel, AMD or NVIDIA directly rather than through Windows Update.

Neither of those helps when you need to hand the file to someone else. The durable repair is to flatten the video to 8-bit. Our converter always writes -pix_fmt yuv420p when it encodes, so a Main 10 source comes out as an ordinary 8-bit H.264 file that no decoder argues with.

Know what flattening HDR costs. The converter does not tone-map, so HDR or HLG footage converted to 8-bit SDR can look flat or washed out next to the original. On everyday clips this is barely visible; on graded HDR footage it is a real loss, and keeping the original and buying the extension may suit you better.

If the file is yours and stays on this PC, the extension is the cheaper answer. If it has to travel — to a client, a school laptop, a projector — convert it once and stop thinking about codecs.

Converting HEVC to H.264 in the browser

The HEVC to H.264 tool on this site runs FFmpeg compiled to WebAssembly inside your own tab. The file is never uploaded, there is no account, and once the page has loaded it keeps working with the network switched off. Pick the file, leave quality on Medium, press Convert, save the MP4.

What it is doing: decoding every HEVC frame and re-encoding it with libx264 at constant quality — CRF 20, 23 or 28 for High, Medium and Low — with the pixel format forced to 8-bit. There is no shortcut here. Changing the codec always means a full re-encode; only a container change can be a copy.

The limits:

  • Files over 2 GB are refused. A 32-bit WebAssembly heap cannot address them.
  • Above roughly 300 MB you get a warning, because converting wants about three times the file size in free memory.
  • The build is single-threaded, and HEVC is expensive to decode. A short 1080p clip is fine. A twenty-minute 4K file will take a long time, and the advanced resolution option — downscaling to 1080p or 720p — is the single biggest speed win if you do not need full resolution.
  • Subtitle tracks and extra audio tracks are dropped, and the tool tells you before it starts.

What the H.264 file costs you

HEVC was designed to deliver comparable quality at around half the bitrate of H.264, so going back the other way means more bits. Constant-quality encoding keeps that honest — CRF spends only what the clip actually needs, so a static talking-head interview grows far less than fast-moving drone footage — but expect the output to be larger than the original, sometimes substantially.

Two rules worth keeping. First, a re-encode is never lossless, no matter how high the quality setting; keep your original until you are happy with the result. Second, do not re-encode the same file repeatedly — each pass loses a little more. Convert once from the camera original.

A remux will not help here. Putting an HEVC stream into a different container — HEVC MKV into an MP4, for example — copies the video untouched and leaves Windows exactly as unable to decode it. That kind of instant, bit-perfect copy is genuinely useful when the codec is already fine, as in converting MKV to MP4 without losing quality, but it is not the fix for a missing HEVC decoder.

Long clips, 4K footage, and when to use the phone instead

A browser has no access to your GPU's video encoder, so everything above happens on the CPU in a single thread. That is fine for clips of a few minutes and painful for a long 4K file. If the footage is still on the phone that shot it, the Video Converter app is the faster route: it uses the device's own hardware encoder — VideoToolbox on iOS, MediaCodec on Android — and has no file-size ceiling.

Details worth knowing before you install: on the iPhone app the first conversion is free and further conversions need the paid upgrade, while the Android app is free and unlimited. Both always re-encode, both convert between MP4, MOV, AVI, MKV and 3GP, and neither offers the resolution or frame-rate controls the browser tool has.
